Rayne Soriano, Ph.D.
Currently in his 24th year at Kaiser Permanente, Rayne Soriano serves as the KP Hawaii Regional Director of Operations and Nursing Professional Practice. Prior to this role he served as the Regional Director of Professional Development and Education in Northern California, where he worked with regional and local leaders to design and implement residency, specialty educational initiatives, and development programs for nursing leadership roles. Prior to this role he was the Regional Administrator for KP NCAL Resource Stewardship leading work to enhance dispositions from the emergency departments, working on enhancing pathways for behavioral health, homelessness, geriatric patients, and non-plan members from the Emergency Department. He is also led the development of onboarding and educational programs for front line staff and leaders in resource management to meet the growing complexity of patient cases and meet their clinical and social determinants of health.
Prior to these roles, Rayne started the NCAL Medicare Operations Leads Program where he led quality improvement initiatives focused on those that disproportionately affect the elderly population. In addition, he previously served as the Manager of Clinical Informatics for Kaiser Permanente National IT and Patient Care Services where he worked with teams of clinicians and technology professionals to integrate the use of informatics and analytics to improve the quality of patient care. During his 24 years with KP, Rayne has led numerous NCAL HealthConnect (EHR) initiatives and comes with 10 years of frontline, educator, and nurse management experience in the ED. He is also certified in Performance Improvement and recently graduated from the Advanced Management Program. Rayne is passionate about mentorship and building resilience so he is also a certified HeartMath© instructor and champion! Outside of KP, Rayne is a member of the ANA, Association of California Nurse Leaders, American Organization of Nurse Leaders, and Association of Nursing Professional Development. Rayne teaches in the Master’s Programs for Informatics at Chamberlain University and the Master’s Program at the University of San Francisco School of Nursing.
Rayne graduated from the University of San Francisco with his BSN in 1997 and received his MS in Nursing Education from Sacramento State University in 2001. In 2015, he received a Ph.D. in Nursing Science and Healthcare Leadership from the Betty Irene Moore School of Nursing at UC Davis. Rayne is Board Certified as a Nurse Executive through ANCC. After getting his Ph.D., Rayne continues to mentor Doctorate and Masters students, speak at professional conferences, and publish contributions to the nursing leadership and informatics communities.
His proudest accomplishment is raising 3 sons: Eight, Six, and 5-Year-olds, to be caring and courageous young men.
